They find a quarter-charged ZPM that will power the city for... a few years? Three ZPMs powered the shield that held back an entire ocean for ten thousand years. Unless they were running the shield at full power and detonating 50 nuclear warheads on it every five minutes, I doubt a quarter-charged ZPM would run down in under 500 years.
I am not so sure. Powering the shield drains a great a deal of power, but running the city may take more then that. Not that any one system would do it, but powering the labs, the lights, the transporter, the Stargate, the Gateroom, the computer systems, etc. might. When they first arrived in the city Rodney said that the ZPM could have held the water back for many more years - but the power was being drained by the city activating systems all over the city. That was why the lost the shield within ours after arriving in the city.
